Your role in helping us shape the future:

In this pivotal role you will provide strategic legal support and advice on U.S. telecommunications regulatory matters to key stakeholders in support of the Company’s global telecommunications regulatory strategy.  You’ll be responsible for obtaining all required approvals issued by the Federal Communications Commission (“FCC”) and other domestic regulatory bodies for the operation of Intelsat's satellites, earth stations and services. Further, this role provides support for the Intelsat government affairs and public policy team, identifying U.S. regulatory policy issues related to Intelsat's business interests.

Are you up to the challenge?

  • Administer drafting and review of all pleadings/applications/other filings related to FCC licenses, compliance and policy.
  • Provide complex U.S. licensing and regulatory advice to internal clients.
  • Manage a team of legal professionals responsible for all U.S. regulatory support.
  • Manage outside counsel to provide support where needed.
  • Provide regulatory oversight on business development and transactional efforts to expand Intelsat's business interests.
  • Collaborate with internal stakeholders to understand and forecast business needs in order to affirmatively develop a strategy for the U.S. government affairs agenda.
  • Monitor activities of U.S. legislative and regulatory bodies to identify proposed activity that can impact Intelsat's business interests. Advise Intelsat executives on the impact of these efforts and recommend appropriate course of action.
  • Coordinate with the VP of Government Affairs on Intelsat’s political engagement and lobbying strategy as it applies to federal, state and local elected officials and key policymakers in the U.S. in order to reflect and address Intelsat's business requirements.
  • Partner with the VP of Government Affairs, and with affected departments, to proactively manage (as opposed to being reactive) the political and regulatory environment that affects Intelsat's business interests.
  • Work closely with Spectrum Strategy Department to coordinate Company’s domestic and international regulatory and spectrum strategies and compliance.
  • Coordinate with Associate General Counsel responsible for international telecommunications regulatory compliance and policy.


Can you drive these processes?

Develop, formulate and oversee strategy for U.S. licensing/regulatory actions. Strategically advise and coordinate with internal teams including Spectrum Strategy, Satellite Deployment, Satellite Operations, Business Development, Sales, Government Affairs and Associate General Counsel (International Regulatory). Keep senior management apprised of regulatory risks to the Company and provide proactive and practical solutions to issues.

 

You should definitely have:

  • Juris Doctor from an accredited law school
  • 10-12 years of relevant of specialized regulatory experience at a communications company/major law firm/government agency, preferably in the satellite communications field
  • Detailed knowledge of the Communications Act and the regulations thereunder governing Intelsat’s business
  • Satellite industry knowledge/experience or a demonstrated aptitude to quickly learn and adapt to the complex nature of Intelsat's business
  • Familiarity with international, regional and domestic regulatory bodies.
  • Strong legal and communications skills; sound analytical, writing and organizational abilities are critical
  • Expertise in negotiations.
  • Excellent teamwork and interpersonal skills, including self-motivation, a non-hierarchical attitude, collegiality and a cooperative spirit
  • Ability to work in a widely dispersed cross-functional team environment, manage certain assignments without close supervision, manage external counsel and consultant relationships and collaborate with internal clients
  • Ability to interact effectively with people of various cultural backgrounds

 

It would be nice if you had:

  • Experience at a major U.S. law firm
  • Experience working with the FCC, ideally the International Bureau
  • Experience managing a team of lawyers and/or legal professionals
  • Proficiency (speaking, reading and writing) in foreign languages
